Do DeepSeek’s A.I. Advances Mean US Tech Controls Have Failed?

The United States has been diligently trying for three years to restrict China’s access to cutting-edge computer chips for advanced artificial intelligence systems, aiming to slow down China’s progress in sophisticated AI models. However, a Chinese firm, DeepSeek, has defied expectations by successfully developing this very technology. It has released several AI models and a chatbot that outperform the best American offerings while requiring significantly fewer of the costly AI chips typically needed. This development has cast doubt on the effectiveness of the United States’ export controls and sparked a heated debate over whether the government has acted too cautiously in keeping pace with private companies that have found ways to circumvent its restrictions. When the U.S. imposed restrictions on NVIDIA’s most advanced chips in 2022, NVIDIA swiftly adapted by creating slightly less powerful chips that just avoided the government’s threshold, ingeniously staying within the legal boundaries.
