It has released several AI models and a chatbot that outperform the best American offerings while requiring significantly fewer of the costly AI chips typically needed. This development has cast doubt on the effectiveness of the United States’ export controls and sparked a heated debate over whether the government has acted too cautiously in keeping pace with private companies that have found ways to circumvent its restrictions. When the U.S. imposed restrictions on NVIDIA’s most advanced chips in 2022, NVIDIA swiftly adapted by creating slightly less powerful chips that just avoided the government’s threshold, ingeniously staying within the legal boundaries.
