Biden Administration Adopts Rules to Guide A.I.’s Global Spread

The Biden administration has rolled out comprehensive rules concerning the sharing of AI chips and models with foreign nations, aiming to establish a global framework for the dissemination of artificial intelligence in the coming years. Despite the rapid advancement of AI technology, the Biden administration believes these regulations are necessary to ensure that this transformative technology remains under the control of the United States and its allies, rather than falling into the hands of adversaries who could use it to bolster their military capabilities, conduct cyberattacks, and otherwise threaten the United States. However, tech companies have voiced their protest, asserting that these regulations pose a threat to their sales and the future prospects of the American tech industry. These regulations impose restrictions on the number of AI chips that companies can send to different countries, effectively dividing the world into three categories. The United States and its 18 closest allies— including Britain, Canada, Germany, Japan, South Korea, and Taiwan—are exempt from any restrictions and can freely purchase AI chips. Countries already subject to U.S. arms embargoes, such as China and Russia, will continue to face a previously existing ban on purchasing AI chips. All other nations—most of the world—will be subject to caps on the number of AI chips that can be imported, although countries and companies are able to increase that number by entering into special agreements with the U.S. government. These regulations may provoke resentment from some foreign governments: even countries that are close trade partners or military allies of the United States, such as Mexico, Switzerland, Poland, or Israel, will face restrictions on their ability to purchase substantial amounts of American AI products.
