As Elon Musk is set to launch the so-called Department of Government Efficiency in the White House complex, aiming to cut government spending under the Trump administration, the news has come from two individuals familiar with the plans. The space expected for Mr. Musk’s use is within the Eisenhower Executive Office Building, which is adjacent to the White House. Given the billions of dollars in contracts between his companies and the federal government, this location will allow him to maintain significant access to President-elect Donald J. Trump upon his assumption of office this month. Mr. Musk has had discussions with transition officials regarding his level of access to the West Wing, but this remains unclear. Since contributing hundreds of millions of dollars to help Mr. Trump win the 2024 election, Mr. Musk has been a regular presence by his side, often staying in one of the cottages available for rent at Mr. Trump’s Mar-a-Lago estate. During the transition period, he has attended official meetings and at least one international call, and offered his opinions on staff and cabinet selections. It is uncertain whether Vivek Ramaswamy, Mr. Musk’s partner in leading the project, will also be allocated office space in the Eisenhower building. The Musk-Ramaswamy project, called the Department of Government Efficiency (DOGE), is not an official, congressionally authorized government entity like the Justice Department. The status of Mr. Musk and the project has raised numerous issues regarding the rules for outsiders to exercise governmental power.
