It seems that the Republican leadership is implicitly acknowledging that they may not be able to shatter this pattern, adding complexity to the political tug-of-war. Historically, there have been similar periods where political instability led to the shortening lifespan of unified governments. This undoubtedly puts pressure on every member of Congress to try to achieve their agenda within this fragile unified government, or risk losing power.
